Dr. Theodore Habimana is a highly accomplished academic and professional with a distinguished career in Telecommunication Engineering, Information and Communication Technology (ICT), and Technical and Vocational Education and Training (TVET). He holds a Ph.D. in Telecommunication Engineering, supported by an MSc in ICT and a BSc in Electronics and Communication Systems. His multidisciplinary expertise spans telecommunications, cryptography, network security, ICT infrastructure, and TVET development.

As the Senior Lecturer and Head of the Computer Science Department at INES-Ruhengeri, Dr. Habimana specializes in Network Security, Multimedia Systems, and Data Communication. He has designed and taught advanced courses for both MSc and undergraduate students, including Cryptography, VLSI Design, and Network Protocols. His research-driven teaching integrates emerging technologies, with a particular focus on network design, Internet of Things (IoT), and digital transformation. His leadership in the department has been marked by guiding students in innovative BSc projects, particularly in smart systems, IoT applications, and secure network infrastructures.

Dr. Habimana has also been instrumental in advancing TVET in Rwanda, having served as the Specialist in Charge of Standards for Quality TVET at the Ministry of Education. In this role, he established key standards and played a vital role in enhancing the quality of TVET education. His extensive experience in TVET development has positioned him as a Senior Expert and Independent Consultant, where he has led projects in curriculum development, digital content creation, and educational technology. His contributions in these fields have been pivotal in shaping Rwanda’s educational landscape.

Beyond his teaching and TVET development roles, Dr. Habimana’s research contributions are internationally recognized, with publications in leading journals and conferences. His research has explored areas such as network optimization, telecommunication frameworks, and the integration of advanced signal processing in network design. Noteworthy projects include the development of optical fiber networks with radio-relay backups for large-scale infrastructure like Bugesera International Airport and analyzing mobile financial services in rural areas to bridge the digital divide. His recent work has focused on applying signal processing techniques to enhance communication networks, contributing to sustainable development and digital transformation in Africa.

An active participant in international academic forums, including Erasmus+ and UNESCO-funded initiatives, Dr. Habimana regularly presents his work at conferences, underscoring the importance of ICT in education and its role in development. His leadership, combined with his passion for education, continues to shape both the academic and professional fields of telecommunications and ICT in Rwanda and beyond.
