On December 11, 2024, INES-Ruhengeri announced the appointment of Dr. Charline UWILINGIYIMANA as the Deputy Vice-Chancellor for Academic and Research (DVCAR). The announcement was made during a meeting of the university's staff, chaired by Bishop Vincent HAROLIMANA, Chancellor and Legal Representative of INES-Ruhengeri.

Dr. Charline assumes this vital leadership role, succeeding Dr. SINDAYIGAYA Samuel. As a member of the executive organ, composed of the Vice-Chancellor and two Deputy Vice-Chancellors, Dr. Charline will oversee academic and research initiatives at the Institute of Applied Sciences.
Dr. Charline's Journey at INES-Ruhengeri
Dr. Charline UWIRINGIYIMANA’s journey at INES-Ruhengeri began in 2021, when she joined as a Senior Lecturer and Head of the Department of Statistics Applied to Economy. Her academic career reflects an unwavering commitment to excellence in statistical analysis, probability, and modeling.
She holds a Bachelor’s degree in Applied Mathematics with a focus on statistics from the University of Rwanda. She advanced to earn a Master’s degree in Applied Statistics from Jomo Kenyatta University of Agriculture and Technology in Kenya and a PhD in Statistics and Probability from the University of Abomey-Calavi in Benin. Her academic achievements were further recognized with a Post-Doctoral Fellowship in Sub-Saharan Africa in 2021, sponsored by DAAD Centers.
Beyond her scholarly pursuits, Dr. Charline has mentored and co-supervised master’s and doctoral students while supporting undergraduate students. Her passion for education and mentorship has shaped many young scholars in their academic and professional journeys.
Dr. Charline is a dedicated advocate for gender equality in STEM. As an active member of the Rwandan Association of Women in Science and Engineering, she mentors young girls and promotes their involvement in science, technology, engineering, and mathematics fields. Her efforts aim to create a more inclusive and diverse STEM community in Rwanda and beyond.
In her new role as DVCAR, Dr. Charline will oversee the development, implementation, and evaluation of academic programs, ensuring their alignment with the applied sciences mission of INES-Ruhengeri. She will lead initiatives to enhance experiential learning, equipping students with practical skills through laboratories, research centers, and industry collaborations.
Dr. Charline will also spearhead efforts to advance research that addresses real-world challenges, fosters innovation, and strengthens the university’s engagement with the private sector and local communities. Her responsibilities include maintaining quality assurance in academic delivery, guiding faculty development, and promoting a culture of excellence in education and research.
